Mehbooba appoints Altaf Bukhari as Rehbar-e-Khazana

Taking cue from its employment policy, the J&K Chief Minister Mehbooba Mufti today appointed Mohammed Altaf Bukhari as Rehbar-e-Khazana (ReK) to run the finance ministry of the state.

Bukhari who is also the education minister will be paid an honorarium of Rs 1500 per month for the job of running the ministry and he has to function somewhere from outside the secretariat to run the ministry’s affairs, reads the order uploaded on General Administration Department (GAD) website.

State’s Chief Secretary, Bharat Bhushan Vyas told Dapaan that Bukhari was the strongest candidate in terms of eligibility.

“There were many legislators including ministers in the panel of ReK but Bukhari’s claim was strong enough as it fulfilled the eligibility criteria laid down for the scheme,” Vyas said. “He lives in the vicinity of the secretariat and was the only one who could offer a building 500 meters from the Lal Chowk clock tower for the office.”

ReK has been created overnight to run the ministry of finance in the state following sacking of Haseeb Drabu. The scheme has been crafted on the pattern of Rehbar-e-Taleem (ReT) and Sarva Shiksha Aabyan (SSA), something Bukhari being education minister is fully acquainted with.

He has been asked to sign an affidavit that he won’t claim permanent post of Finance Minister.

“I know under this scheme I can’t claim being a permanent finance minister in this government for it doesn’t have five years left and I have agreed to provide accommodation to run the ministry from my Sheikhbagh residential building,” Bukhari told media.

“I have been selected purely on merit. Take a measuring tape and measure the distance from the clock tower of Lal Chowk, it is less than 500 meters.”

Officials at GAD said that for the post of ReK, providing building within 500 meters radius of Srinagar’s Lal Chowk clock tower to run the ministry was a pre-requisite.

Mehbooba Mufti seems to have taken the step of appointing ministers on Rehbar pattern schemes to silence critics and opposition.

“The opposition was blaming that we were appointing our people on gazetted posts and keeping Rehbar scheme posts for general public. Now we are having an important ministry under Rehbar scheme.”
